Estates Surveyor - Oxford - Flexible working


The Estates Surveyor will deal with the day to day management of the commercial property portfolio which involves instructing and managing external consultants and working with the administrative departments. There will be a variety of professional work, including Landlord & Tenant and property management matters, and the role will take responsibility for the leasing in and renting out of space for commercial purposes, liaising with external property agents and legal advisors where necessary. The position will include the usual pre-requisites, such as site visits, inspections, attending meetings and providing reports etc. Proficient use of general IT applications is expected and you will receive training in connection with the University's property database systems.

Responsibilities: General Asset Management / Estates Services

  • Prepare reports, and make recommendations as necessary in accordance with the University's Governance and reporting procedures in particular reporting to the Property Management Sub-committee (PMSC), Buildings and Estates Sub-committee (BESC) and Planning and Resources Allocation Committee (PRAC)
  • Work with third parties and statutory bodies to represent the University's interest in respect of major national, regional and local initiatives
  • Deal with wider estate matters such as rating and insurance matters and boundary issues
  • Have the ability to work independently with third parties to take briefs, negotiate heads of terms for leases and licenses
  • Support and develop other team members to ensure that they benefit from the post holder's professional and commercial experience in undertaking their respective roles within the department
  • Support the Head of Asset Management in maximising the value from the University's estate and taking responsibility for assigned projects
  • Carry out continuing professional development so as to ensure that you are up to date with relevant legislation and best practice in property matters
  • Undertake regular review of processes and systems and the implementation of approved changes in improving the delivery of services provided by Asset Management
  • Contribute to the development, implementation and review of strategic asset management plans and property related policies
  • Contribute to and manage the delivery of the objectives of the Estates Services 5 Year Plan relevant to the role.
  • Assist with maintaining the Customer Service Excellence Accreditation for the Asset Management Team. Contribute to the production and implementation of the Estates Services Property Asset Management Plan and Commercial Property Policy
  • Contribute to the development and promotion of policies relating to the University's occupation of third-party space and the Occupation of Space by third parties.
  • Maintain links with the commercial property market to ensure opportunities are identified early.


Investment Estate:

  • Instruct, liaise with and manage external consultants and agents as necessary, in order to ensure the successful delivery of Asset Management's responsibilities, the Estate Strategy and the University's strategic objectives
  • Budget holder responsibility for Corporate Estate and Functional Investment Fund (FIF), Rates and Vacant Property Budget and Rents
  • Undertake the day to day management of the FIF and Corporate Commercial portfolios, together with the respective revenue budget, liaising with external agents and stakeholders as required, to include the active planning for the delivery of property for a future functional use. Appoint and manage external professional advisers, where necessary
  • Carry out estate management and asset management work to support the operation of the University's Non Functional Estate (Corporate Estate and Functional Investment Fund). This includes land acquisitions, lettings, service charges management, rent arrears management, lease renewals, rent reviews, dilapidations, dealing with tenant applications for landlords consent, disposals, management issues, valuations, option appraisals and ad hoc enquiries
  • Assist with property valuations and contribute to the delivery of the programmed asset valuation of the Estate, instructing and liaising with external valuers and finance teams as appropriate


Functional (Operational) Estate:

  • Carry out estate management and asset management work to support the operation of the Functional Estate. This includes leasing in from third party landlords, land acquisitions, lettings to third parties, service charges management, lease renewals, rent reviews, disposals, business rates management, procurement of insurance valuations, management issues, general landlord and tenant advice, valuations, option appraisals and ad hoc enquiries
  • Prepare reports, and make recommendations as necessary in accordance with the University's Governance and reporting procedures in particular reporting to the Property Management Sub-committee (PMSC), Buildings and Estates Sub-committee (BESC) and Planning and Resources Allocation Committee (PRAC)
  • experience of working within a large, complex institution such as the public sector or academic sector with cross-organisational stakeholders;
  • experience of property databases;
  • relevant experience of the formulation, direction and implementation of policy and strategic initiatives
