Interim Job- Assistant Director of Property, Local Authority


Local Authority -
Job Purpose -The management of strategic property advice and development of all commissioned property services to ensure that these services are planned and delivered in a cost effective, integrated way that meets needs, policy and quality requirements.


Responsibilities-
Manage and allocate resources to ensure the services we deliver meet the standard and quality specified.
Develop and maintain strategic partnership relationships with other commissioners and with strategic delivery partners.
To undertake the strategic review of the commissioning, enabling and governance strategies to ensure outcomes are being achieved, taking action as appropriate.
Deliver consistency of strategic commissioning approach across the Council providing assurance that quality standards are maintained and best practice is adopted
To provide effective leadership to all areas of responsibility.
Develop and manage a sustainable market of good quality providers.


Key Accountabilities


The specific accountabilities of this role will be flexible and will change to meet the needs of the organisation as required but will include those listed below:
* The management and development of commissioned property services which support the Council's strategic, corporate needs and function as an enabler for to the Council's other commissioning strategies
* To ensure the effective working of outsourced delivery partnerships ,
* To ensure the effective operating of the Council's corporate property systems
* To ensure that the Council's property portfolio meets the current legislative standards with regard to Health and Safety, Fire and Building Regulations and appropriate other design and building standards
* To ensure the effective management of the Council's corporate landlord function including co-ordination of budgets and transparent performance information


* To lead a property rationalisation and redevelopment programme in response
to changing Council needs as a result of Covid and new hybrid working model. To Ensure Property is fit for purpose and disposals where appropriate




* To coordinate and advise on the Council's capital programme in respect of
Property developments, both corporately and to support commissioning and
service needs
* To ensure the effective management and performance of the County Farms
estate and any other commercial properties assigned
* To ensure the provision of strategic property advice and the promotion of good
property practices to councillors (including full Council, the Executive, Scrutiny
and other committees), senior officers and the Council's commissioners and
services


To lead in the development and implementation of the Council's Property Strategy, Asset Management Plans and County Farms Strategy and to contribute to other commissioning and corporate policies, strategies and plans that deliver the shared vision, strategic objectives and service goals.


Work with other stakeholders to develop and maintain an integrated approach to performance management, quality standards and service delivery.


Be responsible for the strategic commissioning cycle in line with the Commissioning For Lincolnshire approach and lead the strategic commissioning process; the shaping, planning, designing and delivering of new commissioned services and redesigning existing services, performance review frameworks and joint review processes that provide excellent and continued value for money and best meet the diverse and highest priority needs of the Lincolnshire Community.


Act as the lead for strategic commissioned services working closely with Members, Chief Officers, internal colleagues and external stakeholders, regionally and nationally; ensure effective services are in place and influence agendas and increase inward investment.


Ensure effective community and user engagement in the commissioning of services, including monitoring and evaluation of existing services.


To be accountable for the assessment of risk and the development of appropriate responses to individual situations and overall business effectiveness and continuity.


To create a positive image of the County Council as an Executive representative.


What you'll need to succeed


Educated to degree level, together with an appropriate chartered professional qualification in a property related field ideally.
senior leadership role within large, complex organisation(s) and a track record of delivering public services.
Experience of developing and implementing planning, commissioning and performance frameworks in a multi-disciplinary and partnership environment.
Effective management of a substantial budget which includes staffing and expenditure directly related to service provision.
Demonstrable experience of the achievement of value for money for customers with a strong focus on maximising a return from available resources.
Innovative and highly pragmatic with a proven track record of managing and implementing change
Able to quickly establish strong positive relationships across the organisation at all levels including a relationship of both personal and professional credibility and trust with elected Members
Strong influencing and negotiating skills with the ability to establish credible relationships across partner and other external organisations that command professional confidence, with particular focus on liaison and co-ordination of work with other councils and health sector partners
Highly developed interpersonal and communication skills
Ability to think conceptually and analyse complex data critically
Able to demonstrate effective motivational leadership and vision to staff at all levels including a positive attitude to change in order to develop and maintain services in a constantly changing environment
